With reference to the case of the men

from Messrs. Butterfield and Swire's 'general office, which

was recently before the Tribunal, I am directed to forward .egrame

the enclosed copies of telegrame received from the Secret- and 1918. -ary of State for the Colonies regarding representations

made by the Shipping Controller.

It was pointed out, in reply to the

second telegran, that Er. Rawlinson, who had lately been employed in the Sugar Refinery Branch, had already been

enrolled and that the matter was therefore in the hands of

the War Office. I attach a copy of a telegram from the

War Office, which was subsequently received by the General

Officer Commanding.

It will be seen from this telegram that

Kenora. Butterfield and Swire obtained the discharge of

Mr. Rawlinson on representations made to the Shipping

Oontroller that he was required for the purpose of

establishing a new agency for the Shipping Ministry at

Vladivostock. It now transpires that Mr. Rawlinson is not

required for this purpose. He has been sent to Newchwang

to relieve another man, who is going to Vladivostock; and

he will not be in charge at Newchwang. There is nothing
